Every recommended fix carries a number for what it costs to build and what it should pay back, with the basis stated. And the output is ranked, because twenty ideas with no order is a brainstorm, not a roadmap.

Ask two more questions before you sign. First, who does the work: the person selling the audit, or a team you will never meet? Second, does the audit obligate you to a build? If the roadmap only works with that vendor's product bolted on the end, you are buying a funnel, not advice.

One more, if you handle patient data: no audit makes you HIPAA compliant, ours included. Compliance is a separate legal exercise. Any vendor who will touch that data should sign a BAA, and you should ask for their breach notification window in writing before you ask anything else. A vendor who waves that question off has answered it.
